PM Drums Up Fight On Black Economy

Prime Minister Ferenc Gyurcsány on Monday unveiled the government’s plans to amend rules of employment in a bid to eliminate black labor.

In his speech at Parliament, Gyurcsány emphasized that bureaucracy should be minimized so that it becomes worthwhile to get a job as opposed to stay unemployed and work illegally at the same time. “The wall between being employed and being unemployed should be torn down,” Gyurcsány said, adding that labor rules should allow for an easier transition from the unemployed status to having a work, with different stages inserted in the process.

The government also proposes to transform the unemployment benefit to a “job seeking benefit,” providing more services and benefits in the first month of unemployment, when people have more chances of finding a new job. As part of that, the unemployment benefit in the first three months should be partly determined by the wage the unemployed person made before he lost his job.

Gyurcsány proposed to rid activities related to housekeeping from being traditionally an area of the black economy. We should motivate both employees and employers in this type of activities to come clean and report the work officially.

Another area where the black economy flourishes is seasonal work in agriculture, Gyurcsány said, adding that the government plans to introduce simplified administration in order to motivate people for legal work.
