Police have received a wave of applications to hold demonstrations on the 50th anniversary of the crushing of the 1956 revolution. Kossuth ter remains off-limits to demonstrators, but other parts of the centre are open.

Three organisations have applied to hold demonstrations on Szabadsag ter, and applications have also been received to use the area around the Batthyany eternal flame. Budapest Police said this application had been made by a private individual. Nepszabadsag says the individual is Andras Takacs, a leader of the National Hungarian Committee 2006, which was established by the Kossuth ter protesters. The protesters will not erect a stage - this would require permission from a city council committee, under the terms of a new city law.

The World Alliance of Hungarians also wants to take to the streets on 4 November, though Budapest Police has rejected their application to use Kossuth ter. Peter Gergenyi, Budapest's police chief, has declared Kossuth ter, the left bank of the Danube, the Szechenyi embankments, Garibaldi ter and part of the number two tram line to be police operation zones up until 24 November at the latest, thus making them off limits to protesters - though constitutional lawyers have questioned the legality of this decision.

For this reason, the World Alliance has asked to demonstrate on Szabadsag ter. Police will decide whether to authorise this demonstration on Monday. The Young Hungarians' Group also hopes to demonstrate on the same square. They, too, are waiting for a response.

Police were unable to confirm that the 64 Counties Youth Movement had similar plans. Conscience '88 will not be slowing traffic at Szena ter and Oktogon, however, despite asking for permission to demonstrate. Police rejected the application saying that traffic could not be diverted to another route. Hvg.hu understands the group was planning an action of some kind for Monday, but that this was cancelled when too few people turned up. Imre Kocsis, the leader of the group, earlier told hvg.hu that he expected further street battles.

Fidesz has asked permission to hold a demonstration on 4 November.

Are the police allowed to gather information about rioters in Budapest from hospital lists of the injured? Civil rights activists are not sure.

Helsinki Committee

The police were far more professional on 23 October than one month ago. There were some police abuses, however. Not even a full parliamentary enquiry together with police and prosecutorial investigations will reveal the whole truth. Ferenc Koszeg, president of the Hungarian Helsinki Committee, called for civil oversight of the police.

Agora-phobia

The Kossuth ter protesters are refusing to leave the square even for the events commemorating 1956. They are threatening a repetition of 1956 if policemen try to remove them from the square. As it stands, a square full of tents and cauldrons of stew with the atmosphere of a village wedding is unlikely to make a positive impression on the dignitaries who will arrive from all around the world, and nor will the expected disorder. The TV news crews will be happy, at least: any disturbance would help them spice up their coverage of the commemorative events.
